Nevertheless, it can be freely used in the country, the authors of the bill claim.
A bill to unblock Telegram was submitted to the State Duma, the document is published on the website of the lower house.
The project was prepared by the deputies from A Just Russia Fedot Tumusov, Dmitry Ionin and Alexander Terentyev. The explanatory note states that the messenger can be used on the territory of Russia, despite the decision to block it.
In addition, the authors of the bill note, Telegram is used by official bodies of the Russian government, for example, the Ministry of Communications. Also, the coronavirus control center publishes official information in the messenger.
It is proposed that Telegram be recognized as an “official service”, which “is used by state bodies and their officials to disseminate information in order to exercise their powers”.
- Roskomnadzor announced the blocking of Telegram in April 2018 by a decision of the Tagansky court of Moscow. The reason was the leadership of the messenger to transfer encryption keys to the FSB. To do this, the office has blocked more than 17 million IP addresses. Despite this, the service is still available to users;
- Former head of Roskomnadzor Alexander Zharov has repeatedly stated that the department is developing new ways to completely block the messenger;
- At the end of April, deputies from Fair Russia said they had prepared a bill to unblock Telegram;
- June 4, 2020 Pavel Durov supported the idea of unlocking the messenger. After that, the State Duma said that he was not already blocked in the country.
