Roskomnadzor blocked access to the site with personal data bases of 900 thousand clients of Russian banks

Roskomnadzor has included in the Register of violators of the rights of personal data subjects a forum The agency said that the site “was posted for a paid download database of customers of Russian banks.”

The regulator reminded that according to the law “On Personal Data”, it is necessary to obtain “the informed consent of citizens to the processing of their personal data for clearly defined purposes.” Therefore, Roskomnadzor blocked access to the site, as the agency did not find information on the site about the consent of citizens.

The illegal placement on the Internet of personal data of almost a million Russians creates uncontrollable risks of massive violation of the rights of citizens, a threat to the security of themselves and their property.

According to the agency, the Phreaker administration violated the rights and legitimate interests of citizens, as well as the requirements of Russian legislation in the field of personal data.

Access to the Phreaker forum should be blocked soon. Roskomnadzor said that telecom operators are already taking steps to restrict access to the site in Russia.

It is important to note that the Roskomnadzor in the blocking news indicated the address of the forum at which they spread user bases and discuss various technologies of the illegal business – from the method of breaking locks to car theft. Usually the regulator does not clarify this information. Therefore, the editors of TJ managed to enter the site even without using a VPN.

Until 2016, the site worked at, but, as reported by the forum users themselves, it was blocked by Roskomnadzor. Therefore, the administration of the site “moved” to a new address –, which was also blocked.

On June 10, Kommersant reported that about 900 thousand clients of OTP Bank, Alfa Bank and HKF Bank were in open access. The databases contain full names, phone numbers, passport details, place of work and the balance on the bank account. Among the victims – 40 employees of the FSB and about 500 from the Ministry of Internal Affairs.
