Despite the fact that the IP protocols of the messenger are tied to a specific set of IP addresses worldwide, proxy servers and other circumvention protocols are used, which complicate the complete blocking of Telegram, the head of Roskomnadzor specified.
Counteraction by IP protocol gives a very unstable effect. Of course, we are working in this direction, improving the unloading, but if we talk about a strategic solution of this issue, in the future it is not connected with blocking by IP protocol. We are working on it.
