The head of Roskomnadzor, Alexander Zharov, called the anonymity of the messengers a marketing ploy. “The messengers are asking for permission to access your notebook ,” writes Zharov, in particular. Thus, the user himself opens the program access to contacts, which allows to identify other users.
The official points out the positive aspects of the decision to introduce new rules for identifying instant messengers users. The current anonymity, says the head of Roskomnadzor, is becoming a favorable environment for the development of spam and fraudulent activities. In addition, it complicates the activities of law enforcement agencies in the investigation of crimes.
According to the innovations, we remind you that only those on whom the phone number is registered can communicate on behalf of the account. The “administrator” of the messenger should check the user information, and if the number is not found or the operator does not answer, the messenger will not register the user. The messenger sends all the data to the operator, they are “tied” to the number. It is argued that the new rules retain the user’s right to privacy of correspondence.
