Roskomnadzor sent a letter to Russian telecom operators stating that the provision of information and reference services by means of channels in Telegram is inadmissible. The original document dated July 11 with the digital signature of the deputy head of the department Oleg Ivanov was published by the Telegram channel “Esher II”.
Representatives of Roskomnadzor explained their treatment of complaints by subscribers to “providing information and reference services” through a service that should be blocked in Russia by the decision of the Tagansky court.

The letter specifically notes that “other legal entities also have the duty to stop creating technical conditions” for the use of Telegram. The department promised to monitor whether the operators use their official Telegram channels, but did not specify who they will follow.
At the time of the beginning of the blocking of Telegram in Russia, the official channels were conducted by all participants of the Big Three – MTS , Beeline and MegaFon . Only the latter continued to update after limiting access to the messenger. Two other Telegram channels ceased to be updated on April 13 and 16, respectively.
