Putin signed a law on fines for search engines for links to banned sites and VPN services

The maximum amount is from 500 to 700 thousand rubles.

Vladimir Putin signed a law that introduces penalties for search engines for non-compliance with the law that prohibits the use of VPN services and the display of links to blocked sites. The document comes into force 90 days after the signing by the president and published on the Kremlin’s website.

For the display of links to sites from the list of Roskomnadzor and services for circumvention of blockages, fines threaten: for citizens – 5 thousand rubles, for officials – 50 thousand rubles and for legal entities – from 500 thousand to 700 thousand rubles.

The law supplemented the Code of the Russian Federation with Article 13.40, in which penalties for “failure by the operator of the search system to fulfill the obligation to connect information resources, information and telecommunications networks to the federal state information system, access to which is restricted in the territory of the Russian Federation,” are prescribed. The initiators of the law were MPs Maxim Kudryavtsev (United Russia), Nikolai Ryzhak (“Fair Russia”) and Alexander Yushchenko (Communist Party).
