The right to return the VAT was received by residents of countries that are not members of the Eurasian Economic Union (Armenia, Belarus, Kazakhstan, Kyrgyzstan). Compensation will be equal to the amount of VAT – 18% , minus the commission of the operator tax free. To obtain it you need to buy goods worth at least 10 thousand rubles and go through one of the special checkpoints. You can apply for tax free within a year or on condition of exportation within three months.
The law on the introduction of the system in November 2017 was signed by Vladimir Putin. Expenses from the federal budget for tax free are estimated at 150-200 million rubles. About 50 million rubles will be spent on launching the infrastructure.
As noted by RBC, Deputy Minister of Industry and Trade Viktor Evtukhov promised at the first stage to return 10-12% of the amount instead of 18% , but did not explain the decline in return. In 2017, they planned to launch tax free in stores in Moscow, St. Petersburg, Moscow Region, Krasnodar Territory, Novgorod Region, Primorsky Krai and the Kaliningrad Region. According to the new project, the system is primarily designed for the cities of the 2018 World Cup .
Electronic documents for obtaining tax free will only be earned by October 2018, before that, foreigners are certified by a check at the customs service on departure, and then transferred in an envelope to the operator of the system – he will return the money to a bank card.
So far, only eight points have been identified at the border with the possibility of tax free : air in Pulkovo, Domodedovo, Vnukovo and Sheremetyevo, as well as in Sochi and Vladivostok (in the same sea), and automobile in Mamonovo. From the regional airports only Sochi and Volgograd are ready to work with the system, in Yekaterinburg and Nizhny Novgorod they promised to provide the infrastructure for the system, while the rest are waiting for the operators to contact them.
