If the operator could not confirm the subscriber’s data, he has the right to demand from him a passport or other identity document. The client can send a document with an electronic signature. Operators can also verify the identity of the subscriber independently through the Unified Identification and Authentication (ESIA) system on the state services portal. At the conclusion of new contracts for checking the subscriber is given 15 days. A retailer employee who trades SIM cards of the operator must send him a copy of the contract with reliable information about the subscriber 10 days after the conclusion.

The operator can send a repeated request to the subscriber for confirmation of the identity if the information provided was suspicious to him. To this the subscriber is given 15 days. Otherwise, the operator must stop providing communication services.

With the help of this law, the authorities intend to deal with SIM-cards purchased with hands. The government decided to tighten requirements after the terrorist attack in St. Petersburg in April 2017 – terrorists used SIM-cards purchased without passports for communication.

From June 1 to July 17, a ban on the entry of buses to Kazan, Moscow, Nizhny Novgorod, Samara, Petersburg, Sochi and Rostov on the Don is introduced. From June 1 to June 30 – in Volgograd, Ekaterinburg, Saransk and Kaliningrad.

Although the decision was published in December 2017, transport workers still have not received the necessary clarifications, told “Interfax” the head of the working group on the PCT buses Vladimir Rabinkov. According to him, for the time being, including, among other things, the procedure for filing notices of travel has not been prescribed, and what specifically should be included in the notification.

The website of the transport directorate indicates that the application is formed at least 48 hours before the trip, and you can make changes not later than three hours before departure. Will it be possible for a bus that arrived earlier or later due to unforeseen circumstances (eg traffic jams) to enter the city is unknown. It is also unclear whether it is possible to replace the bus operatively, if the one to which the notification was submitted, broke down or got into an accident. What to do in case of problems with the site is also unknown.

In addition, there are problems with GLONASS equipment. It is mandatory for all cars with more than 9 passengers and performing custom, tourist and regular transportation. According to Rabinkov, there are problems not only with the acquisition of equipment, but also with its quality – it constantly gives out failures. But the bus with the slightest disturbances can stop, and passengers can land.

From June 1, on Russian roads, white and blue markings will be added to the white markings . Rosstandart approved a new GOST, which was prepared by order of Rosavtodor. According to it, road services will be able to use the principles of color marking on a voluntary basis.

Yellow stripes can be designated as the main types of road markings on a par with white. For example, zones where overtaking is prohibited: single and double solid lines. Before that, only the ban on parking was indicated in yellow. The blue bars will guide traffic at the intersections and designate parking spaces at the curb.

The new GOST also legalizes the so-called “wafer markings” – yellow cross lines. It denotes a zone in which it is prohibited to enter at a crossroads, if there is a congestion.

The standard also states that for permanent horizontal marking and duplication of road signs, white, yellow, red, blue, black and green colors will be installed. Orange is recommended for time marking. This will help drivers not to miss the area of ​​the turn or prohibition of going to the intersection.

The deputy head of the Situation Center of the Moscow Center for Organization of Road Traffic (CODD), Andrei Mukhortikov, told TASS that, for example, this issue has not yet been resolved in the capital. From a legal point of view, road services are still guided by the previous standard from 2011, where the introduction of color strips is not provided.

It is necessary that citizens do not confuse the current information with advertising. Many did not understand that from the written on the receipt it is necessary to pay and what not. As noted by the “Rossiyskaya Gazeta”, some even threw out receipts, taking them for “spam.”

Since January 1, management companies are obliged to display all receipts in electronic form in a special section of the State Service – GIS Housing and Communal Services.

Airlines will not be allowed to board an airbase

  • hooliganism on board – threats, fights or insults to passengers and crew;
  • Actions that threaten the safety of other passengers – for example, attempts to leave the aircraft during the flight.

The commander of the aircraft for security purposes has the right to order any person on board. Non-compliance threatens with administrative or criminal punishment.

Each airline will make its own list of offenders. In order to list anyone, the ship’s commander must record the violation during the flight and hand in a copy of the notification to the offender. If he refused to accept it, a corresponding note will be placed on the document.

After that, the rowdy will be handed over to the law enforcement agencies, his case will be examined by the court. Only after this person is entered into the “black list”, which the carrier notifies in writing. Thus, the airline will no longer sell the ticket to the passenger and will not let him on board.

The passenger may appeal this decision. In addition, the airline is obliged to exclude it from the list one year after the entry into force of the decision on the appointment of an administrative or criminal punishment. The carrier also has to sell tickets to the passenger if he can not leave the other country in any other way, and also if he is to be deported or transferred to Russia, again provided that there are no other ways to travel. Getting on the “black list” will not affect those who go somewhere to be treated, accompanies a disabled person or goes to the funeral of a close relative, or back. But this requires documentary evidence.

Expanding the powers of the jury

Since June 1, in Russia , the powers of the jury have been expanded . If earlier he acted only at the level of regional courts and courts of the republics, now he will appear in district and city instances. The number of juries, which used to be 12, will decrease: in district courts there will be only six of them, and eight will be higher.

According to the amendments to the Code of Criminal Procedure, women, servicemen and persons over 65 years of age received the right to a jury trial. Also, several categories of accused have been granted the right:

  • in murder with aggravating circumstances;
  • in causing grave bodily harm;
  • in encroachment on the life of a public or public figure, as well as employees of the court or law enforcement agencies;
  • in genocide;
  • drug smuggling.
