Special rules for rallies, partial prohibition of alcohol and restrictions on the flight of drones
From June 14 to July 15, 2018 in Russia will host the World Cup. In cities that host matches, separate decrees on the sale of alcohol, drones, temporary registration and other will come into force.
The matches will be held in Moscow, St. Petersburg, Volgograd, Yekaterinburg, Kaliningrad, Kazan, Nizhny Novgorod, Saransk, Samara, Sochi and Rostov-on-Don. tells us what rules should be taken into account for residents and guests of these cities. Most restrictions will be in effect from May 25 to July 25, 2018 .
Registration in the city
In all cities where the matches will take place, there will be a special registration status at the place of residence for Russians and foreigners. If a visitor does not have a permanent residence permit in the city, he must personally contact the Ministry of Internal Affairs or the MFC within three days from the date of arrival . Send an email by e-mail or formalize the form by usual will not work, you need a personal presence.
It is necessary to show in the MFC or the Ministry of Internal Affairs an application, a passport and a document on temporary residence, for example, on renting an apartment. You do not have to register if you stay in a rest house or a hotel – there the application is automatically submitted when you arrive.
In normal mode, citizens must register if they live in the city for more than 90 days. According to Article 19.15.1 of the Code of Administrative Offenses of the Russian Federation, the fine for residence without registration is up to 3 thousand rubles .
Sale of alcohol
According to the president’s decree on enhanced security measures, in the areas near the World Cup stadiums, the sale of alcohol in glass containers is completely prohibited. In retail stores, two kilometers from the stadiums, railway stations and railway station cafes are also limited to selling any alcohol because of the “mass congestion”. At the stadiums and in the fan zones will sell beer from the general sponsors of the event.
Rallies and drones
The same Putin’s decree introduces restrictions on holding any mass events that are not related to football or sports. Organizers of meetings, rallies, processions and actions should hold them only in the place that local authorities will determine in accordance with the FSB and the Ministry of Internal Affairs . There may also be regional features: for example, in the Sverdlovsk region, any rallies will be moved to the outskirts and held only from 14 to 16:00 local time.
The Ministry of Defense will send maneuvering groups of electronic warfare to all 11 cities to protect stadiums from drones and other unmanned vehicles. The zone of flight restriction is determined by local authorities: for example, in St. Petersburg drones will be banned from flying within a radius of 110 kilometers from the stadium from June 1 to July 17.
Gadgets and Civilian Weapons
By order of the Ministry of Communications, all electronic gadgets will be marked when they try to carry them to the stadium. Restrictions are due to the fact that this technique is used by FIFA staff and security services.
To electronic gadgets, including:
- USB modems of GSM, Wi-Fi, LTE formats;
- car alarm;
- GPS / GLONASS navigators;
- radio stations and satellite communication stations.
Also in the cities of the World Cup 2018 will be a temporary ban on the sale and circulation of any civilian weapons. It will not be possible to buy a hunting rifle, a carbine, traumatic and gas pistols, as well as cartridges and accessories for them .
SDA and bus excursions
The Ministry of Transport will allow entry to the cities hosting the 2018 World Cup only to buses with the ERA-GLONASS system, regional flights or authorized by the MOI. Also , the transportation of tourists on excursion and walking routes on all types of transport will be suspended , including bus excursions.
Pedestrian zones will be created around the stadiums and partially restrict movement depending on the location of the fan zones. In Volgograd, most of the central streets will be blocked , and residents of houses 1.5 kilometers from the stadium will be asked to make passes to allow personal transport . In addition, cars that transport athletes, support and staff of FIFA, as well as journalists will be able to travel in dedicated lanes.
- Russian students are forced to take the session before, defend diplomas and free hostels for Rosgvardia employees. Against this for a few months students of Moscow State University, but so far the changes have not been canceled;
- certain rules can be introduced by the city authorities, as, for example, in Volgograd, the days of matches were made official holidays;
- fire – fighting regime from the Ministry of Emergency Situations: a complete ban on the cultivation of fires and the burning of grass, as well as grilling kebabs on braziers;
- drug trafficking: according to FIFA rules, foreign fans can carry narcotic substances to the stadium by prescription, but in the Organizing Committee of the 2018 World Cup they said that Russian law forbids it.
