The fourth ceremony of Putin set a record and lost the first lady.
May 7, 2018, Vladimir Putin took office as president of Russia for the fourth time. The inauguration took place in the Kremlin according to the traditional scenario, but with minor changes.
- Blank Putin did not invite the ex-wife to the ceremony;
- The new motorcade did not go through the streets of Moscow;
- The president’s speech was the longest in the history of inauguration;
- The number of guests increased, but Boris Yeltsin’s record did not break.
Traditions inauguration began to be laid back in 1991. Modern symbols of presidential power appeared in 1996. Outwardly, the ceremony underwent the greatest changes in 2000. what changes the inauguration ceremony has undergone in 27 years.
The inauguration of the first Russian President (RSFSR), Boris Yeltsin, took place in the Kremlin Palace of Congresses during the solemn meeting of the Congress of People’s Deputies of the RSFSR. In the presence of about 6 thousand spectators in the hall the tradition was laid to perform the song of Glinka “Glory”. The choir stood on stage behind the president. The official hymn of Russia “The Patriotic Song” by Glinka also sounded. Before the ceremony, Oleg Basilashvili briefly recounted his version of Russian history.
In addition to Yeltsin, the ceremony was attended by the Patriarch of All Russia Alexy II and the President of the USSR Mikhail Gorbachev. Gorbachev’s speech took ten minutes, a minute longer than Yeltsin’s. While this is the only case of speaking at the inauguration of two political opponents, not successors. With the inauguration of Yeltsin, the Kremlin officially became a residence, and the flag of the republic rose above it.
Five years later, the inauguration was a separate event with special presidential symbols. Before the oath, the presidential standard, a special copy of the Constitution and a sign of the President in the form of a copy of the Order of Merit for Domestic I class with a chain were introduced into the hall. Since this year, the ceremony was attended by the Chairman of the Constitutional Court, the head of the CEC and Parliament.
On the neck of the president in the first and for the last time laid the President’s sign. In 1991, Yeltsin pronounced the text of the oath with a hand on the heart, in 1996 – with a hand on a copy of the Constitution. During the performance of “Glory” at the walls of the Kremlin began to shoot from guns – this is the return of honors to the supreme commander-in-chief.
New President Vladimir Putin took the oath in the halls of the Great Kremlin Palace – they were restored a year before. For the first time in the broadcast, the arrival of the presidential cortege and his meeting with the Kremlin commandant were shown. The Chairman of the Constitutional Court appeared not in an ordinary suit, but in a robes. The choir, which now stood in the Andreevsky Hall, and not on the stage, still sang the anthem of Glinka’s authorship. A copy of the Constitution remained, but was deprived of its official status.
Boris Yeltsin resigned early, but nevertheless spoke at the inauguration. Due to the postponement of the presidential elections, the ceremony was held not in the summer, but in May. After the oath in the Kremlin’s Cathedral Square, the first parade of the Presidential Regiment was held for the first time. After him, the former and elected president greeted their wives. Previously, women’s attention was not paid.
The second inauguration of Putin differed little from the first, but laid down three traditions: cavalry began to participate in the parade, the head of the president’s guard instead of civil costume put on the officer’s uniform, and Ekaterina Andreeva and Sergey Brilyov began to comment on the broadcast. For the first time during the ceremony, the Russian national anthem was played to the music of Alexander Alexandrov and the words of Sergei Mikhalkov. This was the first inauguration for the chairman of the Constitutional Court Valery Zorkin, who remains in office to this day.
The inauguration ceremony of Dmitry Medvedev was characterized by novelties in TV show. The battle of the bells was shown from inside the Spassky bashka – close-up on the screens the clock movements were demonstrated. In addition, the camera showed the passage through the halls of the Grand Kremlin Palace from the first person, through the eyes of the president. A fundamental novelty was the display of the acceptance by former President Putin of the report from the Presidential Regiment before the beginning of the palace ceremony.
Putin’s return to the Kremlin went according to the established tradition. The exception is the number of fire salute salvos: there were 31 of them, not 30. The TV men this time showed Putin’s departure from the Government’s house. A record eight minutes was spent on demonstrating the motion of the motorcade along the deserted streets. With the return of Putin through the halls of the palace, the guests of the ceremony first began to shake hands with the president.
The display of the arrival of the elected president in the Kremlin Palace has changed. Putin walked down the corridors from the presidential cabinet in the Kremlin and got into the car of the project “Cortege.” Putin’s motorcade previously traveled the streets of Moscow, not the Kremlin, even if he was already the incumbent president.
Ludmila Putin did not appear on the screens – she is no longer the president’s wife, and she did not attend the ceremony. The widow of President Yeltsin and the wife of former President Medvedev were in the forefront.
For Putin this is the first inauguration without Viktor Zolotov as head of personal protection. Now the head of Rosgvardia Zolotov was in the broadcast of ceremonies as a man opening the door of the presidential car. In 2000, he even went for Putin directly through the halls of the palace after taking the oath.
The number of guests, compared with previous ceremonies, increased again – they were about five thousand. People close to the president were admitted to the Cathedral Square, where a traditional parade was held. Putin’s supporters from youth organizations who personally thanked him for the development of social elevators, chanted “Congratulations!”, And asked to be photographed, went to the TV channel. Previously, this was not at the inauguration, but today’s frivolity, apparently, was prepared by the script.
