He may not be extradited, as, according to the constitution, a citizen of Ukraine can not be expelled from the country or given to another state.

Ukrainian pranker Nikita Kuvikova (Evgeniya Volnova), who spread false information about the number of victims in the fire in Kemerovo, was declared an international wanted man on charges of inciting hatred and enmity at the request of the investigator. Interfax was told about this by the Press Secretary of the Basmanny Court, Yunona Tsarev.

According to Tsareva, Kuvikov was indicted in absentia under Article 282 of the Criminal Code of the Russian Federation (inciting hatred or enmity) and was arrested . However, according to Article 25 of the Constitution of Ukraine, he may not be extradited, since he is a citizen of Ukraine.

Earlier, the Investigative Committee of Russia instituted criminal proceedings against Volnov on Article 282 of the Criminal Code. March 25 on YouTube-channel Wolnov appeared video with the recording of his call to Kemerovo. He told the staff of the morgue that about 300 corpses were allegedly being taken from the scene of the fire. Subsequently, these rumors began to spread both through health workers and local residents, and through social networks and other popular video blogs.

There is no confirmation of this information. According to official data, during a fire in the “Winter Cherry” killed 64 people, 41 of them children. As of the morning of March 28, the remains of all the dead were removed from the rubble of the shopping center, which remained without a trace. 27 bodies have already been identified.
